In 2001, the number of patent applications filed by domestic enterprises in the field of information technology was 4,298, accounting for 15.5% of the total number of applications. By 2004, there were 155,271 patent applications for domestic enterprises in the field of information technology, accounting for 46.3% of the total.

The Ministry of Information Industry believes that the impact of technical standards and intellectual property rights on the information industry is becoming increasingly apparent. To achieve the transformation of the information industry from a big country to a strong country, the key is to strengthen technological innovation and enhance the competitiveness of enterprises.
