According to experts, when the World Women’s Conference was held in Beijing in 1997, international friends proposed using a certain percentage of recycled cultural paper. At that time, China did not have to spend foreign exchange to import recycled cultural paper from abroad to meet the requirements of the World Women's Council. In order to encourage waste paper recycling and production of recycled cultural paper, foreign countries implement policies such as tax relief and sales price subsidies for manufacturers of recycled culture paper; some countries also require enterprises and public institutions to use a certain percentage of recycled cultural paper, and catering industries such as McDonald's etc. , Must use a certain percentage of ordinary recycled cultural paper, such as receipt printing paper.

Wang Rusong, a vice chairman of the International Society of Human Ecology and a researcher at the Chinese Academy of Sciences' Ecological Environment Research Center, pointed out that cultural paper is made of wood and it is a pity that once used as garbage. With the improvement of the quality of cultural life, China’s cultural paper consumption has increased exponentially. To meet demand, a large amount of foreign exchange is required to import millions of tons of various types of waste paper from the United States and other countries each year to reduce the cutting of timber resources. At present, the amount of paper used in metropolitan areas in China is very large, and the amount of paper used in Beijing alone amounts to several million tons. Although most waste papers are recovered by recycling stations, most of them are collected and recycled at low cost, which is a great waste of resources. Among them are the technical problems of recycling, but also the problems of the management system reform, and people's behavioral problems. All social groups need to act together, collect them separately, and reuse them according to their quality.

Chen Baoxiong, deputy secretary-general of the Shenzhen Ecological Society, said that international data show that using recycled paper as raw material for papermaking can save 100 tons of purified water, 600 degrees of electricity, and 3 cubic meters of wood per ton of recycled high-grade culture paper. With nine hundred trees, 1.2 tons of coal, and 300 kilograms of chemical raw materials, it will produce 3 cubic meters of solid waste and 60 pounds of industrial waste gas, which will save a lot of funds for the treatment of waste residues. Because China's technological content is not as good as that of developed countries, if it is based on domestic standards, it will save even more. Regarding the quality of recycled cultural paper and health issues, Zhang Baofa, director of the Beijing Paper Seven Factory, confirmed that the quality of recycled cultural papers has fully met the original paper standard. After several 10 seconds of high-temperature papermaking at 250 degrees Celsius, sterilization is absolutely up to standard.

Liu Qi, the mayor of Beijing, when he read out the Olympics report in Moscow last year, promised the world solemnly that by 2008, the use of recycled cultural paper in Beijing will reach 60%. The reporter recently learned from relevant departments that the Beijing Municipal Government has taken the lead in notifying all units that the waste paper used in the cultural office must not be thrown away. It is necessary to collect and classify the paper, and require all levels of government to purchase and use recycled cultural paper.
