The "Measures" have made "special regulations" for the packaging of tea, alcoholic beverages, medicines, health foods, and cosmetics that are highly concerned with the current society. Details are as follows:

1. The use of wood, metal, and textile fabrics is prohibited in the packaging of tea. The voidage of the package must not exceed 30%, and the number of packaging layers must be 2 or below; the total packaging cost must not exceed 10% of the sales price of the product.

Found excessive packaging can return complaints

The Measures require that the Guangzhou Municipal Government shall not purchase excessively packaged goods that have been packaged in violation of this measure. Commodity producers and sellers who are producing, using, or selling excessively packaged goods will be ordered to make corrections within a time limit, and shall be fined not less than 2,000 yuan but not more than 20,000 yuan; if the circumstances are serious, they shall be fined between 20,000 yuan and 100,000 yuan. If the public finds that the product packaging is inconsistent with the Measures and related laws, regulations, and mandatory standards, it may request a return of the product and make a complaint and report to the quality supervision, industry and commerce, and food and drug supervision departments.

Gifts implement separate sales of goods and packaging

The "Procedure" requires that if commodities that can be sold within the scope of Guangzhou City can be sold separately, they should be sold separately from the goods. Violations of the above regulations may be imposed up to a fine of 100,000 yuan.

The “Measures” also stipulates mandatory articles, that is, goods sold within the scope of Guangzhou City should implement a notification system for packaging costs. Commodity producers and sellers should indicate the ratio of packaging costs to the total price of goods in the appropriate location of the goods.

Another highlight of the Measures is the provision that producers and sellers of goods that produce and use packaging items listed in the Guangzhou City's packaging waste recycling catalog must be responsible for recycling of the packaging products. Otherwise, the economic and trade department may order it to recycle within a certain period of time; if it refuses to collect, it shall be fined between 1,000 yuan and 10,000 yuan; if the circumstances are serious, it shall be imposed on a fine of between 10,000 yuan and 50,000 yuan.
